Corruption cases in the Chinese People's Liberation Army have occurred frequently, and the Equipment Development Department of the Central Military Commission of the Communist Party of China has recently implemented professional ethics and behavior norms in the field of military equipment to strengthen professional ethics.

The People's Liberation Army Daily reported on Friday (December 19th) that regulations emphasize that the management and use of equipment prices should be carried out through standardized and honest quotation, legal price review, strict evaluation, and compliance with regulations; The work related to equipment procurement management should adhere to fairness, impartiality, openness, orderliness, and competition.

According to the analysis of the interviewed scholars, the Chinese economy is not doing well, and the budgets of many departments in various regions have decreased. However, it is expected that the military budget will not decrease, forming a "big fat". The senior leadership of the Communist Party of China may be gradually establishing a set of operational rules to curb widespread corruption in arms procurement.

Since the outbreak of the military anti-corruption storm in 2023, the Rocket Force and Equipment Procurement Department have become heavily affected by corruption, with many generals falling from power, including Li Shangfu, who served as the Minister of Equipment Development Department of the Central Military Commission for five years since September 2017.

The current Minister of Equipment Development Department of the Central Military Commission and Air Force General Xu Xueqiang did not attend the Central Economic Work Conference of the Communist Party of China held this month as usual.



Standardization proposes that in carrying out equipment ordering related work, combat needs should always be the driving force, adhering to planning management, system construction, quality first, and competitive selection, providing troops with weapons and equipment that are suitable for actual combat, have advanced performance, and excellent quality.

Standardization also emphasizes that the management and use of equipment prices should be carried out through standardized and honest quotation, legal price review, strict evaluation, and compliance with regulations; The relevant work of equipment procurement management should adhere to fairness, impartiality, openness, orderliness, openness, and competition to ensure the quality and efficiency of weapon and equipment construction; The supervision of contract performance should strengthen the lawful, independent, and impartial performance of duties.

The report emphasizes that if the equipment is not sophisticated, it cannot be called a soldier. The professional ethics and behavior of the equipment personnel directly affect the quality of the equipment and determine the industry atmosphere.

In addition to the removal of senior generals from the People's Liberation Army, several senior executives of military industrial enterprises, including Wu Yansheng, then chairman of China Aerospace Science and Technology Corporation, Liu Shiquan, chairman of China Ordnance Industry Group, and Wang Changqing, deputy general manager of China Aerospace Science and Industry Corporation, were disqualified from serving as members of the National Committee of the Chinese People's Political Consultative Conference in 2023.

A report released earlier this month by the Stockholm International Peace Research Institute showed that the continuous anti-corruption efforts of the Chinese military have led to the dismissal of several senior executives from military industrial enterprises. The Chinese government has implemented stricter scrutiny on weapons procurement, resulting in the postponement or cancellation of some contracts. The revenue of major military industrial enterprises in China decreased by 10% last year.

Ding Shufan, honorary professor of the East Asia Institute of Taiwan Political University, analyzed to the Lianhe Zaobao that after the slowdown of the mainland's economic growth, many budgets were cut, but defense spending is believed to continue to grow, and this fat meat is likely to lead to corruption. So the high-level officials of the Communist Party of China may want to gradually establish an operational model that can curb widespread corruption, such as requiring procurement contracts to be stamped by the Central Commission for Discipline Inspection before being approved.

He further analyzed that if the equipment acceptance is not passed due to quality issues, military enterprises that manufacture equipment will not receive payment. At this point, fraud may occur, where military companies bribe relevant military officials to quickly pass equipment inspections in order to receive payment. The risk is high, especially if there are quality issues with new weapons, it can affect operations. Therefore, it may not be a good thing for weapons and equipment to be inspected quickly.

Shen Mingshi, a researcher at the Taiwan National Defense and Security Research Institute, pointed out that before Li Shangfu was officially announced to be removed from office in 2023, the authorities also publicly solicited clues about illegal bidding for military equipment procurement.
