我个人觉得商家支付工资，就是聘请他人为顾客提供服务，固定工资难以留下员工，所以他们利用消费者支付服务费的方式，变相让消费者承担用工成本。

That's not how it works. Here the minimum wage for waitstaff is legally lower (about 1/4 of the federal minimum) than other jobs, and they are also taxed for receiving tips.
任何支付，消费者都应该有无压力的选择权，这是"自由"重要的组成部分
