You can get ticketed for indecent exposure so be careful doing this

Most public toilets just off by themselves are going to be in parks and the fee is they are usually disgusting and you have to use the buddy system when you go.

The only public restroom I can think of is rest area bathrooms, they are free to use, although some are not very clean but they do provide toilet paper

No but in large city's like New York hardly any public restrooms so you have to buy something to use restroom at places like McDonald's

In myrtle Beach, SC, I had to have a dime to open the bathroom door at the gas station.
