Starting from August 27, 2025, the Italian Ministry of Environment and Energy Security (MASE) will officially implement the "MASE No. 220/2025" decree. This regulation establishes a special bidding channel for photovoltaic systems with a single capacity not exceeding 1 megawatt (MW), and explicitly requires photovoltaic systems using "non Chinese made" components to participate in bidding.
According to the law, photovoltaic systems participating in bidding must meet the following key conditions:
Photovoltaic modules are not allowed to be assembled in China;
Photovoltaic cells must not come from China;
Inverters shall not be produced in China;
Other core components: At least one other core component (such as bracket, junction box, etc.) must comply with "non Chinese" requirements.
In addition, according to the Annex of EU Implementing Regulation 2025/1178 issued on May 23, 2025, at least one other component shall not originate from China. Bidders must submit a commitment letter when submitting their bid application to ensure compliance with the above-mentioned origin requirements.
If the above regulations are not followed, subsidies from Italy will not be available.
